Rural Village Water Resources Management Project (RVRWMP) Phase III
RVWRMP is a Bi-lateral project Supported by the Government of Nepal and the Government of Finland, Phase I of the RVWRMP started in October 2006 and continued until the end of August 2010. Phase II continued from September 2010 and was completed February 2016. The RVWRMP is implemented in ten districts (Achham, Baitadi, Bajhang, Bajura, Dadeldhura, Darchula, Doti, and Kailali of Far-Western Region and Dailekh and Humla of Mid-Western Region). As of end of FY 2072/73 total 113 VDCs were covered in these ten districts of which investments were fully completed and phased out in 52 VDCs.
VDC is taken as a unit for the project implementation and VDC level Water use Master Plan (WUMP) are prepared after selecting the VDC. Rural water supply, sanitation, community managed small irrigation, micro-hydro, basic and advanced livelihood activities, cooperative development etc activities are implemented based on the WUMP priority. WUMPs were prepared in 62 hilly VDCs in phase II but Kuntibandali VDC of Achham merged to a municipality, leaving 61 WUMPs for implementation in RVWRMP III. The total population of the project area 61 VDC is 1.67 Million.
As Water Use Master Plan (WUMP) is the starting point of the Project activities, and the investments and other activities to be undertaken in the VDC will be indicated by the WUMPs, the targeting of the investments and activities is largely determined by already prepared WUMPs.

Purpose
The Project is designed to improve health and enhance the local economy through three result areas of intervention. The Purpose of the Project is to achieve universal coverage of water supply and sanitation, and establishment of functional planning and implementation frameworks for all water uses and livelihoods promotion in the project area.
Phase III will use the same three result areas with their clusters of activities as in Phase II.
These are:
– Result #1: Institutionalised community capacity to construct and maintain community managed water supply and adopt appropriate WASH technologies and sanitation and hygiene behaviour
– Result #2: Improved and sustainable nutrition, food security and sustainable income at community level through livelihoods development
– Result #3: GoN institutionalised capacity to continue integrated water resources planning and support to communities in implementing and maintaining WASH and livelihood activities

Water Use Master Plan as a planning tool
Water Use Master Plan is a holistic plan for the long-term management, utilization and protection of the water resources in the VDC area. The plan is prepared following a participatory and inclusive planning process. There are a few guiding principles in the WUMP preparation process:
- Equitable water use between different stakeholder groups
- Sustainable utilization of water resources
- Prioritization of different water uses in situation of scarcity (e.g. community water supply over irrigation)
- Inclusive and participatory planning process, empowering the marginalized groups. The WUMP process is led by the VDC and VDC also adopts the WUMP after its completion.
The WUMP is promoted as a main tool for the V-WASH-CC as a framework for annual planning and resources mobilization. The V-WASH-CC based on the local level consultations annually identify the activities to be forwarded to the VDC annual plan and further to Ilaka level planning and DDC/D-WASH-CC. The planned interventions are:
- Implemented by VDCs own resources
- Forwarded to DDC for inclusion in DDC or DWRDF budget
- Implemented by another agency/project/NGO (e.g. AEPC, BCRWME, Helvetas)
DDC is the leading agency to coordinate and implement the schemes planned in the WUMP. Therefore following responsibilities are executed by the DDC to implement the WUMP:
- Coordinate the activities planned in the WUMP among line agencies.
- Take WUMP as a basic entry point for any development line agencies willing to work in the VDC.
- Allocate DDC resources for the activities planned in the WUMP.
Fund Flow Mechanism
Project Organizational Structure
The Supervisory Board (SvB) is the highest decision making body of the Project and it meets at least once a year to approve the annual budget and related work plan or more often as needed.
The Steering Committee mainly focus on monitoring the progress of the Project and enhance coordination among the stakeholders and is organized annually in one of the project districts. Both bodies chaired by secretary of Ministry of Federal Affairs & Local Development.
